    第三支箭則是加強硬體設備。總統指出，體育署正進行全國球場的總體檢，中央將在明年的預算中編列經費，與地方合作，逐漸強化各級棒球的場地設施。

    總統在致詞時表示，棒球項目即將在2020年重返奧運，我國現在就要開始準備，而最好的準備方式，就是從健全棒球發展的環境做起。總統指出，行政院已經成立體育運動發展委員會，拉高決策層級，並整合政府及民間的力量，要全力打造更好的體育環境，再進一步提升競技運動的實力。
